Is Nuclear RAB good for consumers?
The nuclear RAB model has drawn in private investment for Sizewell C . But it allocates Government the lion’s share of construction and other risks. That may have been necessary to launch Sizewell C. But for SMR projects is the same risk allocation desirable ? Or is too much risk being loaded on consumers?
